I saw a cake stand like this on a blog forever ago and I finally got around to making one! It was super easy to make and only took 4 supplies: a plate, a candle holder, spray paint, and rubber cement. I bought my candle stick at Saver's for a couple dollars, but it took a few trips there to find what I was looking for and I went to Wal-Mart with Jensen the other day and saw some pretty glass ones there that were only $4.
